What Do Hextech Loot Boxes and Sweepstakes Actually Have in Common?
By LOLValue Team · October 21, 2026

A Hextech Chest costs 125 RP on its own, or 195 RP with a key. Open it and you get a random roll: a skin shard, a champion shard, an emote, a ward or an icon. Anyone who has spent real money on that roll has already met the basic mechanics behind another product that is getting a lot of attention in the US: the sweepstakes casino.
The comparison sounds like a stretch until you put the rules side by side. For the casino side, the thelines.com social casino guide by Ijeoma Izuchukwu sets out how these sites work. Players use Gold Coins for entertainment-only play and can buy optional Gold Coin packs, which often come with bonus Sweepstakes Coins. Sweepstakes Coins themselves cannot be bought. They are only awarded as bonuses, and they can be redeemed for real prizes once a player meets the playthrough requirement and minimum threshold.
Two currencies, a random outcome and a set of published rules. That is where the overlap starts. It is also where the most important difference sits.
Two currencies, one line between them
League splits its economy the same way. Riot Points cost money. Blue Essence is earned by playing. Hextech Chests sit across both: according to Riot's Hextech Crafting FAQ, you can buy them with RP in the store or earn them through Battle Passes and Honor Objectives.
Sweepstakes casinos run the same split in a different order. Gold Coins are the purchasable currency. Sweepstakes Coins are the bonus currency that rides along with purchases, daily logins or free entry methods.
In both cases, what you actually pay for is a currency: RP or a Gold Coin pack. The randomised part comes attached to it.
Both publish their odds
Riot is unusually open about what a chest contains. Its FAQ lists the loot table for every opening:
| Hextech Chest content | Share of openings |
|----------------------------------------|-------------------|
| Skin shard | 50% |
| Champion shard | 25% |
| Ward skin shard + 150 Orange Essence | 11.5% |
| Emote | 10% |
| Summoner icon + 150 Orange Essence | 3.5% |
On top of that, a bonus chest and key drops 10% of the time, and Hextech exclusive skins have a 1 in 2,500 chance to appear alongside the normal contents.
Riot also builds in protection against bad streaks. You cannot open three chests in a row without at least one skin shard, which lifts the effective skin shard rate to roughly 57%. Mythic Essence has lighter protection: you cannot go more than 50 boxes without it. Since the Loot Odds feature arrived, these rates are shown in the client at the point of purchase for any loot sold in the store.
Sweepstakes casinos publish a different kind of rule. Rather than drop rates, the terms set out how many times Sweepstakes Coins must be played through and the minimum balance before a redemption. On several sites in TheLines' list, Sweepstakes Coins must be played through once, and players need at least 100 SC before they can redeem.
Where they split: cash value
This is the line that matters. Everything that comes out of a Hextech Chest stays inside League. Riot offers no way to turn a skin shard back into money. What you can do is craft: disenchant shards into essence, re-roll them, or turn shards and essence into permanent content.
Sweepstakes Coins are designed to leave the platform. Once the playthrough and threshold are met and identity checks are complete, they can be redeemed for gift cards or cash prizes. That is the feature that makes sweepstakes casinos look much closer to real-money gambling, and it is the feature lawmakers have targeted.
Why lawmakers care about that line
California's AB 831 is the clearest example. A California Senate committee analysis describes the bill as creating a misdemeanor for anyone who operates, offers or promotes an online sweepstakes game in the state, defined in part as one that uses a dual-currency system. Governor Gavin Newsom signed it on 11 October 2025, and it took effect on 1 January 2026.
California is not alone. By autumn 2026, nine states had statutory bans on sweepstakes casinos in force: California, Connecticut, Indiana, Louisiana, Maine, Montana, New Jersey, New York and Tennessee. Oklahoma's ban is due to take effect on 1 November 2026. TheLines' own sign-up guidance also notes that players in states such as Idaho and Washington are not eligible.
Loot boxes face regional rules of their own. Riot's FAQ notes that Loot Odds are not shown in every region because some regions have "unique approaches to Loot and legal requirements around selling it". The common thread for regulators is the same question in both cases: can the prize leave the game, and is it worth money when it does?
Habits that work for both
Whether you are opening chests or looking at a sweepstakes site, the same checks apply:
- Read the odds or terms before you pay. Riot's loot table and a sweepstakes site's redemption rules are both public. Use them.
- Count the real cost. An 11-chest bundle with keys costs 1,950 RP, against 2,145 RP for eleven single Chest and Key purchases. That saves 195 RP, but it is still a purchase for a random result.
- Do not treat it as an investment. As we noted in our look at how Riot runs two skin economies, cosmetics are purchases, not assets. Chest contents are no different.
- Check where you live. Sweepstakes availability depends on your state, and sites set minimum ages of 18 or 21.
Same mechanics, different stakes
Hextech Chests and sweepstakes casinos share more design DNA than most players expect: two currencies, randomised outcomes and published rules that reward anyone who reads them. The difference is what happens at the end. A chest gives you something to wear on the Rift. A Sweepstakes Coin can become cash, and that single feature is why one sits in a game store and the other is now banned in a growing number of states.
