How the Challenger Cutoff Works on TW
TW has 200 Challenger seats in Solo/Duo. Once a day Riot ranks every Master, Grandmaster and Challenger player of the region by LP, gives the Challenger seats to the highest and the Grandmaster seats to the next ones. A Challenger seat also needs at least 800 LP.

When Does the TW Ladder Update?
Riot recalculates Grandmaster and Challenger on TW once every 24 hours. We last saw the update at not seen yet and expect the next one at not seen yet. Promotions and demotions only happen then.
Riot does not publish the time. We detect each update when the players holding the seats change between two of our readings, so the time is accurate to about 15 minutes.
Lowest Challenger Now vs Projected Cutoff
The lowest Challenger player now has 1,036 LP; the projected cutoff is 1,036 LP. Seats only change at the daily update, so during the day a Master player can climb above the lowest Challenger without getting a seat, and a Challenger player can drop below the cutoff and keep it until then.
To know whether you will be promoted, compare your LP with the projected cutoff. Ties and the exact moment of the update are not public, so a player at the same LP as the last seat can land on either side of it.
